The concept of the university is being created as a response to the huge gaps in educational opportunities for high school graduates who, due to the lack of alternatives, continue their education at the Higher Pedagogical Institute or the Higher Institute of Medical Technology. The planned university is to have 4 faculties: the Faculty of Agriculture and Rural Development, the Faculty of New Technologies and Management, the Faculty of Health and Public Hygiene, the Faculty of Theology and Social Transformation. They are supported by media library buildings, a sports complex, catering and social services. The university buildings are accompanied by a student campus organized around a green sports park.
